Description: Failed to decrypt protected XML node "DTSassword" with error 0x8009000B "Key not valid for use in specified state.". You may not be authorized to access this information. This error occurs when there is a cryptographic error. Verify that the correct key is available.

This happens because the SSIS package was encrypted with a user key which is different from the key of the SQL Server Agent Impersonated Service Account.

1. Open the File in Business Intelligence Studio or BIDS.

2. Click File > Save Copy of {PackageName} As option from the drop down list.

3. Within the Save Copy of Package Screen, click on … button against Level (this will be grayed out) and select the last option "Rely on server storage and roles for access control".

4. Click Ok to return to Save Copy of Package Screen and provide the necessary details for storing the package.

5. That’s it you are done.
